Juan José Garcia is an international trade lawyer practicing at the intersection of international trade litigation, intellectual property theft, and regulatory compliance.

Juan leverages his experience in the legislative, executive, and judicial branches of government to develop innovative litigation strategies, regulatory compliance programs, and strategic trade policy advice. His experience includes federal district court litigation; Section 337 and Title VII antidumping and countervailing duty (AD/CVD) investigations before the U.S. International Trade Commission (ITC) and U.S. Department of Commerce (DOC); remedy advocacy and enforcement before the U.S. Trade Representative (USTR), U.S. Customs and Border Protection (CBP), and ITC; as well as appeals before the U.S. Court of International Trade (CIT) and U.S. Court of Appeals for the Federal Circuit (CAFC). He has also petitioned for agency rulemaking proceedings under the Administrative Procedure Act (APA). Juan understands the spectrum of tools available in the international trade space and leverages them to find efficient solutions for clients in diverse market industries, ranging from the growth stage to the Fortune 500.

Before private practice, Juan was in public service with the U.S. Government Accountability Office (GAO) and GAO’s Office of Inspector General where he evaluated statutory and regulatory compliance across various congressional committees and federal agencies, including the U.S. Department of Justice, U.S. Department of Transportation, U.S. Department of Housing and Urban Development, and U.S. Copyright Office. Prior to GAO, Juan served with the White House Domestic Policy Council under the Obama administration, where he worked on immigration policy and the White House Task Force on New Americans, an interagency effort to develop a coordinated federal strategy to better integrate immigrants and refugees into our communities.

Juan’s work and dedication to client success have drawn national recognition. He has been recognized by Patexia as one of the most active and best performing ITC lawyers in the country, Best Lawyers: Ones to Watch in America, and North America Chambers Diversity & Inclusion Awards as a Future Leader finalist. Juan has also been featured in “Your Invisible Network: How to Create, Maintain, and Leverage the Relationships That Will Transform Your Career,” authored by Michael Urtuzuástegui Melcher.

As a first-generation lawyer, he enjoys giving back to his community through pro bono initiatives and involvement in electoral campaigns. Juan also currently serves as an at-large executive committee member of the International Trade Commission Trial Lawyers Association (ITCTLA).

    • Represented complainant IngenioSpec, LLC in Section 337 patent infringement investigation, resulting in seven favorable settlement agreements. Certain Electronic Eyewear Products, Components Thereof, and Related Charging Apparatuses (II), Inv. No. 337-TA-1455.
    • Represented complainant Aardvark Medical, Inc. in Section 337 patent infringement investigation, resulting in two favorable settlement agreements and default determinations against six respondents. Certain Nasal Devices and Components Thereof, Inv. No. 337-TA-1444.
